- [x] 2.2 Preserve process-local pending swaps and safe diagnostics in the burner; verify scheduled recovery, unresolved suppression, fresh balances, EVE burn continuation and pending-burn priority offline.

## 3. Complete the documented change

- [x] 3.1 Update service documentation and operational restart limitations; review unchanged amount policy, transaction submission and burn recovery behavior.
- [x] 3.2 Compile existing main/test sources, run the temporary focused verification harness, record evidence and validate OpenSpec.
