## 1. Process Manager contract and polling

  without adding lifecycle or status methods.

  snapshot polling on one daemon background worker.

- [x] 2.1 Construct and register the Process Manager as
  `nenjim.process-manager.default` during Hub-owned application composition.
- [x] 2.2 Start it after every currently enabled business process through the
  common `startProcess` lifecycle and successful-history rule.

- [x] 3.1 Add Process Manager capability requirements and only the affected
  Hub/Registry deltas to this active change.
- [x] 3.2 Strictly validate this active change and all canonical specs without
  synchronizing or archiving it.

  #79's acceptance criteria without invoking production `main()`.
